The United Kingdom and the United States have signed a major trade agreement that will guarantee no tariffs on UK pharmaceutical products entering the American market.

Key Provisions of the Deal

As part of the deal, the UK has pledged to raise spending on drugs through the public health system. This move guarantees that duties on these key exports will stay at zero for a timeframe of three years.

This development follows previous statements to significantly raise duties on branded drug products, with increases mentioned as high as 100%.

"This agreement between the UK strengthens the international landscape for new treatments and brings long-overdue fairness to transatlantic drug exports," a release noted.

Trade Significance

Pharmaceuticals constitute one of the Britain's largest export categories to the America, which is by far the primary destination for large companies like GSK and AstraZeneca.

Statistics indicate that in the year leading up to last September, the UK sold medicines worth £11.1bn to the US. This figure accounted for nearly one-fifth of total UK exports in that span.

"This guarantee secures employment, boosts investment and facilitates the UK to become a international leader for biotech and pharma," the Business and Trade Secretary remarked.

Specific UK Commitments

The deal includes several specific pledges from the United Kingdom:

  • Higher Cost Ceiling: The UK will increase the cost ceiling at which it deems new medicines to be prohibitively costly by twenty-five percent.
  • Increased NHS Spending: There is a aim to raise total NHS spending on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Refund Ceiling: The amount pharmaceutical firms must refund to the NHS to stay within budget will be capped at 15%. Previously, refunds were more than twenty percent.

Broader Context

The deal comes amid a protracted row between the drug companies and the British authorities over drug pricing and approval rates.

This friction were exacerbated by arguments that American consumers were paying a premium for the equivalent treatments than consumers in the Britain and the EU.

Over the last 18 months, several major manufacturing plans in the UK have been paused or cancelled, while multi-billion-dollar investments have been announced toward American operations.

One official acknowledged that the NHS must increase expenditure on treatments, noting that its spending on drugs had declined as a percentage of its overall budget over the past decade.
